Alhamdulillah, in 19 to 20 November 2013, I have a wonderful opportunity to attend the International Conference on Computer, Control, Informatics, and It’s Application (IC3INA 2013) that held in Main Auditorium, LIPI Building, Jakarta, Indonesia. If you are wondering where the building is, it is a cylinder shaped building, erected in Gatot Subroto Street, right in the front of Kartika Chandra Hotel. This conference was held by Indonesia Institute of Science (LIPI) and Ministry of Communication and Informatics with the support from IEEE, IEEE Indonesian Section, Fujitsu, and Icon.
In this post, please allow me to share some stories about this conference that I attended earlier this week. I hope this post can give you, and also to future me, a general (perhaps, vague) picture about the environment of an international conferences and help you to prepare for it.
The Submission Process
IC3INA opened their paper submission session from January 2013, almost one year before the conference event. Fill in the registration form available in their web pages and read the term and submission carefully before you do your submission. Take a note about the conferences important deadline. Make sure you are not missed it.
Conferences usually has a submission template. Because the IC3INA’s proceeding are going to be published in IEEE Xplore, the authors were asked to submit their paper in IEEE formats, using the available template and guidelines they provided. Strictly follows all of the guidelines.
As for the submission process, the conference’s committee asked us to send our submission into Easy Chair system. Make sure to not forget your username and password because you will use this account for reviewing and revising phase. Properly submit your abstract, author’s information, and then upload you submission.
The Reviews Process
After some times, at least two of the scientific committee will do the reviewing process to your submission. Each reviewer has a different characteristic. Some will be more focused on the formatting, like the way you cite other works (IEEE uses number style), while other focused on the argument and content of your paper (e.g. why you choose these method while a better method is available).
The result will be send to your Easy Chair account. This email also contains the decision on whether your submission is accepted or not. So, you must check your email frequently after the submission date is passed. After you revise your submission, you have to send it again using your Easy Chair account. I am not quite sure about other conference, but IC3INA only have an iteration of review process.
This is some parts of my review results. In this case, my submission is weakly accepted. Weak, but still accepted nevertheless ;):
OVERALL EVALUATION: 1 (weak accept)
Novelty/Originality: Rate the novelty and originality of the ideas or results presented in the paper: 2 (The ideas and the discussions are interesting to a limited degree)
Argumentation and discussion: Rate the strength of arguments and discussions in explaining research finding and connection with original research question.: 3 (The discussion is somewhat interesting and some evidence to support conclusion).
Clarity: Rate the clarity of the presentation regarding research question/problem and the relevance of the literature overview: 3 (The presentation is somewhat clear and it has some relation to the literature review)
Overall Quality of the Submission: 3 (fair)

This article does not produce something new to the algorithm, the authors confess that they followed previous research (reference no.), only they tried it to the different case (Paddy Disease through leaf color).
Section V perhaps need in depth discussion and better to elaborate some mathematical foundation. Not clear from the paper the relation between leaf figures in the left side of Figure 4 to Fractal Descriptor curve on the right side. Authors need to elaborate some explanations OR quote previous works.
Figure 5 and Figure 6 need information of unit in vertical and horizontal axis.
Although this article does not contribute something new, it contribute some additional information how the algorithm in Reference no. perform in case of Paddy Diseases through leaf color.
Conclusion : can be considered to be accepted with some revision.
Few weeks before the conference, the committee will ask us to send the camera-ready paper in PDF format that already checked and approved by PDF-Express website. At the beginning, I found this process is quite confusing. The PDF-Express keeps rejecting my PDF file. Fortunately, the Google (almost) never fail to provide you with useful information. Some post kindly explain to you the most common mistake and, more importantly, how to recover from this problem.
Lastly, do not forget to fill the IEEE Copyright and Consent Form, signed it, and send it to conference organizers.
Now, let’s talk a bit about money. Do not forget to pay for the conference fee to the committee, or you will not be able to talk in conference ;). The students and local participants are usually got a discount. If you pay a lot earlier (early bird), you will also receive additional discount. The payment scheme for IC3INA is as follow:
Speaker non-student : Rp. 1,500,000 (early payment Rp. 1,200,000)
Speaker student : Rp. 1,000,000 (early payment Rp. 800,000)
Non-speaker non-student : Rp. 500,000 (early payment Rp. 400,000)
Non-speaker student : Rp. 250,000 (early payment Rp. 200,000)
As I am a speaker student and I pay early, I only have to pay 800,000 IDR for the conference.
There are some documents that will be issued by conference’s committee like invitation letter and invoice. IC3INA diligently uploaded these documents in their website main page. Save and manage these documents properly, especially if you are not using your own money (like grant money).
